A Study of Performance and Perceptions is the first survey of its kind in India, supported by the Tata Trusts. The analysis of the performance and perception about policing in 22 states is arranged primarily in terms of the best or worst performing states. It provides snapshots of police-citizen relations, levels of fairness and responsiveness of the criminal justice system to distress and crime, and levels of accessibility and impartiality with respect to society’s vulnerable sections. The study offers a good opportunity to leaders of states, which perform poorly, or where the peoples’ trust in law enforcement is low, or where the fear of the police is unusually high, to use the data to learn from their better performing neighbors. Given that the main objective of the Civil Society Strengthening portfolio is to secure access to justice and dignity to citizens adversely affected by the criminal justice system: Police, Prisons and the Judiciary. This report is very closely aligned to our cause to strengthen the rule of law.
